เมื่อวันศุกร์ที่ 28 พฤศจิกายน พ.ศ. 2568 ศูนย์กฎหมายระหว่างประเทศ โครงการสถาบันกฎหมายขนส่งและพาณิชยนาวี คณะนิติศาสตร์ มหาวิทยาลัยธรรมศาสตร์ ร่วมกับคณะนิติศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย และ สำนักงานการบินพลเรือนแห่งประเทศไทย ได้จัดสัมมนาทางวิชาการ เรื่อง “กฎหมายคุ้มครองสิทธิผู้โดยสาร: บทเรียนจากสหภาพยุโรปถึงประเทศไทย (Air Passenger Rights Law: Lessons Learned from the European Union to Thailand)” ณ. ห้อง 222 คณะนิติศาสตร์ มหาวิทยาลัยธรรมศาสตร์ ท่าพระจันทร์
ภายในงานได้รับเกียรติจาก 🔸 Prof. Dr. Pablo Mendes De Leon ศาสตราจารย์ด้านกฎหมายอากาศและอวกาศ จากกรุงเฮก ประเทศเนเธอร์แลนด์ เป็นวิทยากรบรรยายพิเศษ ร่วมกับ 🔸 คุณชลธิศ สุทธิกลม ผู้แทนจากสำนักงานการบินพลเรือนแห่งประเทศไทย ซึ่งได้ร่วมถ่ายทอดมุมมองเชิงนโยบายและการบังคับใช้กฎหมายในประเทศไทย
โดยมี 🔸 คุณกานต์พิชชา ราชสีหา นักศึกษาคณะนิติศาสตร์ มหาวิทยาลัยธรรมศาสตร์ เป็นผู้ดำเนินรายการ
การสัมมนาครั้งนี้มีวัตถุประสงค์เพื่อแลกเปลี่ยนองค์ความรู้และประสบการณ์เกี่ยวกับกฎหมายคุ้มครองสิทธิผู้โดยสารทางอากาศ โดยเฉพาะบทเรียนจากสหภาพยุโรป ซึ่งมีระบบการคุ้มครองสิทธิผู้โดยสารที่พัฒนาอย่างเป็นรูปธรรม และนำมาวิเคราะห์เปรียบเทียบกับบริบทของประเทศไทย เพื่อเป็นประโยชน์ต่อการพัฒนากฎหมายและนโยบายด้านการบินพลเรือนในอนาคต

On Friday, 28 November 2025, the Center for International Law, Transport and Maritime Law Institute Project, Faculty of Law, Thammasat University, in collaboration with the Faculty of Law, Chulalongkorn University, and the Civil Aviation Authority of Thailand (CAAT), organized an academic seminar entitled “Air Passenger Rights Law: Lessons Learned from the European Union to Thailand.” The seminar was held at Room 222, Faculty of Law, Thammasat University (Tha Phra Chan Campus).
The event was honored by a special lecture delivered by 🔸Prof. Dr. Pablo Mendes De Leon Professor of Air and Space Law, The Hague, The Netherlands, together with 🔸 Khun. Chonlatit Suttiklom, a representative from the Civil Aviation Authority of Thailand, who shared policy perspectives and insights into the enforcement of air passenger rights law in Thailand. The seminar was moderated by 🔸 Khun. Kanpitcha Rajchaseeha, a law student from the Faculty of Law, Thammasat University.
The seminar aimed to provide a platform for the exchange of knowledge and experiences concerning air passenger rights protection, with particular emphasis on lessons learned from the European Union, which has developed a well-established and comprehensive framework for protecting passenger rights. These experiences were analyzed and compared with the Thai context in order to contribute to the future development of aviation law and civil aviation policy in Thailand.
